Bottom line up front: Do you need a cold email tool or a full sales engagement platform?

A cheap cold email tool fits a founder or small team doing outbound, and Outreach or Salesloft fit a sales org whose IT wants SOC 2, SSO and SCIM, which only those two state here.

Woodpecker is $35/mo for 500 contacted prospects, Smartlead starts at $39/mo and Instantly at $47/mo with AI billed on credits, while Outreach and Salesloft publish no price. Whichever you pick, never send cold email from the domain your invoices and customer replies come from. Bounces and spam complaints count against the sending domain, so one aggressive campaign can push your everyday mail into spam folders. Use a separate lookalike domain, warm its inboxes up slowly, verify every list before you load it, and keep each inbox sending at low volume. That setup costs a few dollars a month and protects the domain your business actually runs on.
