Bottom line up front: Is Harvest's $9 per seat the real price?

Not quite: Harvest Teams is from $9/seat/mo billed annually ($11 monthly), plus usage charges on Flex billing whose rates Harvest does not publish.

Flex billing adds charges for projects, clients, tasks and invoicing above an allowance, so an agency with many small clients is the buyer most exposed. Usage pricing creeps quietly, because nobody gets an alert when the fortieth small job goes in. Two habits keep it honest: ask Harvest in writing whether archived projects and clients count toward the allowance, and if they don't, make archiving part of closing every job. Then check each invoice against the allowance every month for the first quarter, so a surprise shows up while it's small. Invoicing is on every plan, and Enterprise from $14/seat/mo annual adds SAML SSO but no SCIM.
